Terms of Reference for the positions under the Forest Sector Transformation Unit (FSTU)

  1. Project/Program Title:      Development of restoration models for degraded landscapes and protection of endangered lake ecosystems  

    Position:                                     Field-level Restoration Model Coordinator, Finance coordinator and Community Facilitator

    Duty Station:                         Koga Dam area (Semen Mecha Woreda), Amhara region;

    Fincha Dam area (Horo Guduru Wollega Zone), Oromia region and

    Hadya Zone (Siraro- Badowacho Woreda), SNNPR

    Salary:                                     As per the project’s scale

    Duration:                                One year, with a possibility of extension upon individual performance and availability of additional funding

    Expected Start Date:                Immediately after concluding the contract agreement 

    1. Background

    As part of achieving the Climate Resilient Green Economy Strategy’s goals for the forest sector, targets set in the NFSDP and as part of its REDD+ Implementation Plan, Environment, Forest and Climate Change Commission (EFCCC) has set up a Forest Sector Transformation Unit (FSTU). The FSTU is formed to create a multi-sectoral coordination platform to bring about transformational change in the forest sector through initiating innovative approaches and guide implementation, compile lessons/challenges for adoption, promote engagement of the private sector and CSOs in the forest sector/REDD+ undertaking as well as to analyze the policy environment and the roles of the forest sector in achieving the CRGE objectives.

    FSTU is focusing on supporting the implementation of forestry initiatives under the REDD+ Implementation Plan with the commission as well as building a broader portfolio of initiatives with the private sector and civil society that will allow rapid scale up and impact in both afforestation / reforestation as well as landscape restoration in Ethiopia.

    Towards impacting forest protection and landscape restoration, FSTU is working among others, on meeting the overall objectives of:

    • Developing models for forest landscape restoration at degraded areas of selected Woredas at Koga and Fincha project sites in Amhara and Oromia regions respectively;
    • Developing restoration model for protection of lake ecosystems at selected sites in Hadya Zone, SNNPR region.

    In order to effectively support the implementation of the intended modelling activities, EFCCC/FSTU has incorporated such initiatives in its annual action plan and has started the preparatory works. Hence, EFCCC/FSTU is seeking to recruit field level restoration model development coordination staffs for the three selected innovation woredas in Amhara, Oromia and SNNP regions. 

    1. Field-level Restoration Model Coordinator ( three positions)

    The overall role of the coordinator is to coordinate and supervise the planning, execution, monitoring, evaluation and reporting of the Forest Sector Transformation (FSTU) REDD+ Implementation Program (RIP) innovative landscape restoration activities identified by the EFCCC/FSTU and the implementing stakeholders and report physical and financial progress to EFCCC/FSTU.

    Specifically, the Field-level Coordinator is responsible for-

    • Smooth operation of project through day-to-day oversight and coordination of implementation of project activities at field level.
    • Successful coordination of the implementing bodies at field level in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization.
    • Monitor and evaluate project activities including financial matters, organize and prepare quarterly and annual progress reports and financial report (prepared by finance officer) to be submitted to the EFCCC/FSTU regularly.
    • Supervise technical expertise under him/her for effective implementation of the project.
    • Develop and maintain close linkages with relevant regional government institutions, regional EFCCC’s or Agricultural bureaus, Zonal and district offices, FSTU, EFCCC and other key implementing stakeholders and partners of the project.
    • Support FSTU in organizing the coordination meetings, reporting as requested, and providing feedback on project directions, activities, progress a2020 and challenges.
    • Perform other related tasks as assigned by the immediate supervisor

    Selection Criteria: (including desirable skills, knowledge and experience)

    • Minimum of BSC degree in Forestry, preferably MSc degree in Forestry, Natural Resource Management and related fields.
    • Experience in project management.
    • Proven experience in forest management, forest/land/ecosystem restoration and protection program implementation and coordination and community engagement.
    • Able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
    • Proven fluency in oral and written English.
    • Computer literacy (minimum: Word, Excel).
    • Excellent communication skills.

    General professional experience:

    • Minimum of five years for BSc and three years for MSc in Forestry, Natural Resources Management and related fields.
    • Demonstrated experience as project coordination and governance.
    • Demonstrated experience in developing effective action plans, monitoring, evaluation and preparing result-based reporting, public mobilization and capacity development interventions.
    • Proven negotiation skills and advocacy experience.

    1. Finance Coordinator (three positions )

    The finance coordinator will be a team member of the project unit at the project sites. He/She will work under the general supervision of the coordinator and He /she will report to the Coordinator.

    The Finance Coordinator has responsibility for the finance and accounting functions of the program. The responsibilities include general control of the funds and budget functions assigned to plan and execute the activities.

    Specifically, The Finance Coordinator is responsible to-

    • Closely monitor all financial activities, and keeps the project advised of all situations which have the potential for a negative impact on internal controls or financial performance of the project activities.
    • Ensure periodic financial statements are prepared and completed on a timely basis and those final reconciliations and trial balances are reviewed with the field level program coordinator.
    • Manage the financial activities and schedules to meet the financial reporting requirements and deadlines specified by regional offices and FSTU.
    • Facilitates and co-ordinates external, internal, funding or government audits
    • Oversees the protection of the project assets (cash, inventory) through the enforcement of internal control policies and procedures.
    • Supports the project management with bank related activities including bank account opening processes disbursements.
    • Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations. 
    • Designs, implements, and monitors systems, and procedures necessary to maintain accurate forecasts of cash requirements for meeting future spending, including commitments entered and which obligate the program to future spending.
    • Assists with the preparation and revision of project budgets.
    • Prepares the annual and monthly cash budgets based on approved funding.
    • Closely work with finance officers of FSTU/EFCCC.
    • Performs other related tasks assigned by the Project Coordinator.

    Selection criteria (including desirable skills, knowledge and experience)

    • Bachelor’s degree or master’s degree in Accounting and Finance, Business administration and financial management and related qualifications.
    • Excellent written and verbal skills in the English language.
    • Able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
    • Ability to carry out responsibilities independently with minimal technical support.
    • Good communication skills that function across a diversity of cultures.
    • Previous project experience is an added advantage.

    General professional experience

    • Five years relevant experience for BA and three years of experience for MA in the field of financial management.
    • Extensive experience in working with computerized accounting systems, especially Peachtree.

    4.Community Facilitator (three positions)

    The Community Facilitator will be based in a specific project Woreda project sites and work under the direction and guidance of the Project Coordinator. The Community Facilitator will be responsible for the implementation of project activities at the community level.

    Specifically, the Community Facilitator is responsible to-

    • Engage in detailed implementation of project activities (integrated tree-based landscape restoration) at community level with the participation of the community, regional bureaus and other relevant woreda offices (stakeholders).
    • Work together with the project team and woreda and kebele offices to achieve the project outputs/outcomes at his/her specific woreda
    • Initiate and facilitate community mobilization and ensure community engagement in the implementation of planned project activities through ensuring adequate consultation and participation of Woreda and village/community level stakeholders.
    • Ensure the quality of work is done to the required standard.
    • Participate in the assessments, monitoring, and evaluation activities at the community level
    • Support the establishment of Tree based Landscape Restoration (TLR) users Association for the selected TLR site.
    • Support the preparation of and ensure community bylaws are enforced.
    • Facilitate field visits, experience sharing visits at the community level
    • Identify training needs and deliver training to communities if necessary,
    • Keep record of attendance of daily laborers and prepare payment request (as required).
    • Facilitate community meetings, dialogues and discuss modalities within the project team.
    • Prepare detailed action plan.
    • Identify local level problems and ensure the problems are settled through involving kebele Administration and Development Agents.
    • Prepare progress reports and updates timely

    Selection criteria (including desirable skills, knowledge and experience)

    • Minimum of diploma or maximum of BA degree in Forestry, Natural Resource Management and related fields.
    • Proven Knowledge on landscape and watershed management approaches

    General professional experience

    • Four years’ experience for diploma holders and Two years for BSC/BA holders
    • Fluent in local languages of the region/area
    • Computer literacy, record keeping and report writing
    • Strong communication and interpersonal skills
    • Willingness to work and travel in hardship areas
    • Ability to identify problems and solve complex issues
    • Network and excellent relationship with government partners and other stakeholders
